The European Union plans to adopt a targeted "mini-package" of sanctions against Russia on June 15, according to a draft document cited by EUobserver. A total of more than 40 individuals may be included in the broader 21st sanctions package.

Mini-package includes 8 individuals and 46 organizations in the defense and energy sectors.
21st package targets over 40 individuals, mainly Russian defense industry entrepreneurs and bankers.
EU also intends to blacklist 31 legal entities, primarily Russian banks.
Proposed Individual Sanctions (21st package):
Vladimir Medinsky – Russian presidential aide. Grounds: history textbooks he authored.
Mikhail Degtyarev – Russian Sports Minister & President of the Russian Olympic Committee (ROC).
Stanislav Pozdnyakov – Former head of the Russian Olympic Committee.
Mikhail Mamiashvili – President of the Russian Wrestling Federation.
Arkady Dvorkovich – President of the International Chess Federation (FIDE). Grounds: public support for the Russian Military Council and membership in the Russian Chess Federation.
Alexander Marshal – Russian pop singer. Grounds: concerts for Russian military personnel in Donbas.
