Russia Is Disappointed That UN Security Council Did Not Adopt The Draft Resolution

Russia is very disappointed  that the UN Security Council did not adopt the draft resolution investigating the activities of US biological laboratories in Ukraine, First Deputy Permanent Representative to the UN Dmitry Polyansky said at the UN session - Security Council on Wednesday. “We are very disappointed  that the Council did not use the  Biological and Toxic Weapons Convention mechanism today. 

It stipulates that each member country of  Convention undertakes to cooperate in any investigation that  the Security Council may conduct under the provisions of the UN Charter on the basis of a complaint received by the Council," he said after the Moscow will continue  efforts to to establish all the facts related to the activities of the US biological laboratories in Ukraine, although the UN Security Council did not welcome the idea of ​​such an investigation, Polyansky noted result of today's vote, we still have questions for the US and the Ukraine.

The files attached to our complaint are awaiting explanation. We will continue to act within the framework of the Biological and Toxin Weapons Convention  and make the necessary efforts to establish all facts related to the violations of the United States and Ukraine of their obligations under the Convention in connection with the  activities of biological laboratories on Ukrainian territory ", he said. 

Meanwhile, Western delegations were practically sabotaging talks on the Moscow draft resolution, the diplomat stressed. During the two rounds of expert consultations, the Russian delegation "only heard old points about Russian propaganda from former Western partners  and  statements that the evidence presented to us is allegedly underweight," he said.

Meanwhile, all these conclusions have been reached single-handedly, thereby undoing all determinations of the UN Security Council and de facto decisions of the main UN body responsible for maintaining  peace and security, with their biased estimates were overridden. We regret that our western counterparts practically sabotaged the negotiation process on the draft resolution," he said. 

Earlier, the UN Security Council rejected the draft resolution prepared by Russia proposing to set up its Commission to investigate  the activities of US biological laboratories in Ukraine. Russia and China voted in favor of the document, the UK, the United States and France voted against, while the remaining members of the Security Council, including Albania, Gabon, Ghana, India, Ireland, Kenya, Mexico, Norway and the Emirates, United Arab Emirates , abstained.
