Belgrade and Pristina failed to reach an agreement at high-level talks in Brussels in the presence of EU High Representative for Foreign Affairs and Security Policy Josep Borrell and EU Special Envoy for the Belgrade-Pristina Dialogue Miroslav Lajcak. Serbian President Aleksandar Vucic. he told reporters on Monday.

"The Serbian side was absolutely constructive, we accepted dozens of updates of the treaty, but  the Albanian side refused to accept anything even for a second, they always wanted to add something that is impossible," Vucic said during During the negotiations, it became clear which side really wanted to reach an agreement, and the only thing  Belgrade insisted on was "that all previously signed agreements  be respected," he added. 

The Serbian leader said  he would analyze all the documents, "gather all the impressions" and address the nation later on Monday. or on Tuesday evening.

On Nov. 14, the EU's Borrell said at a press conference after an EU Council meeting that representatives of Belgrade and Pristina  would start EU-brokered talks on the unrecognized dialogue between Serbia and  Kosovo on Monday in Brussels.

 According to him, November 29 is the deadline by which an agreement must be reached in order to avoid a serious crisis. Earlier, the Kosovar authorities decided to punish those who did not change their Serbian number plates and issued warnings from November 1. 

Fines total 150 euros and citizens are ordered to replace Serbian number plates with  unrecognized Kosovo number plates. After April 21, 2023, when the transition period ends, the Kosovar police will be empowered to confiscate cars with Serbian number plates.

In response, on November 5, the Kosovo Serbs and Metohija gave up all  institutions of government in unrecognized Kosovo. According to the Brussels agreements on the normalization of relations between Belgrade and Pristina of April 19, 2013, the Community of Serb Municipalities will be established in Kosovo, a governing body of Serbs living in the unrecognized republic. 

Serbian President Aleksandar Vucic has repeatedly stated that his country has fulfilled its part of the Brussels Accords of , while the Kosovars first started drafting the charter for the Community of Serbian Municipalities and then suspended the process.
